"Hard hit" on mortgage application?

    Just curious to know what kind of a mortgage I can qualify for, I recently spoke to a mortgage broker who asked me to send him my credit report. I specifically asked him to not run a credit report since I am only looking preliminarily. I did not disclose any personal info other than my name, phone number and salary. If I fax him my credit report, with my social and account numbers blackened out, can he still run a “hard hit” credit report without my approval. I am very worried that my personal info would somehow leak out to lenders and ruin my credit score. What kind of damage can this guy do with limited information described above? Can someone please advise?
    Does that mean, he can actually run a “hard hit” credit report even without my ssn#?
